even the vacant lot has flowers

you make a good point m. one meaning of vacant
is empty. as with most words there are other meanings. for instance, a vacant lot is a lot with
no permanent buildings, or even a lot which once had
a building, but no is vacant. also, in the housing trade,
a vacant lot is a lot designated to have a building, but
without a building yet. in a sociolinguistic vein, "vacant lot" may mean a gathering place for young
people who, i dare say, never think of vacant as
"empty." i remember the expression this way when
i grew up. so, i guess i'm saying the literal
meaning of "vacant" as "empty" or without anything
may not apply.
